Dr. Mullins’ extensive K-12 experience began in 1994 as a mathematics teacher with Brevard County Public Schools that led to serving as Assistant Principal at the district’s largest middle and high schools.  In 2005, he became Principal of Clearlake Middle, a Title 1 school; leading improved student achievement, maintaining an “A” grade from the FLDOE and establishing an International Baccalaureate Program. As Area Superintendent, he supervised 29 schools at all levels serving 25,000+ students across a diverse population, including thirteen Title 1 schools. While Area Superintendent, schools maintained increased VAM and Instructional Culture Index scores above national averages.

Currently, as Deputy Superintendent/COO he initiated the district’s first efficiency review resulting in budget savings and workflow improvements.  He leads a revitalized strategic plan and governance process with monthly progress monitoring, ensuring goal attainment and positive board-cabinet relationships.

Dr. Mullins earned his bachelor’s degree from Florida State University and his Master’s and Doctorate degrees from the University of Central Florida.

Currently Dr. Mullins serves the community as Junior Achievement Education Chairman; NAACP Education Chairman; United Way Organization Site Champion; Take Stock in Children mentor; and the Children’s Hunger Project advocate.
