Dr. Frank Costanzo began as the Chief of School Operations for the Norwalk Public Schools (11,500 students; K-12; 20 schools) in September 2015. Costanzo leads the daily operations of the NPS school system and plays a key role in the successful implementation of Norwalk’s Strategic Operating Plan. He oversees the District Office of School Improvement, security, transportation, nursing, School Governance Councils, contract negotiations, enrollment, policy design as well as Title IIA, Title IV, Priority School and Alliance District grant management.

In addition to this, Costanzo spearheads Norwalk’s Leadership Pipeline Program for aspiring and high potential school leaders. He is responsible for the coaching and evaluation of 20 Norwalk principals. More than forty NPS staff including principals, assistant principals and teachers have participated in the Leadership Pipeline since 2016.

Norwalk posted the second largest percentage increase (56 index points) on the Next Generation Accountability Index among all K-12 Connecticut Public School districts in 2017 placing Norwalk first among District Reference Group G. These achievement results were maintained in 2018.

Costanzo previously served as a principal, assistant principal and teacher in the New Haven Public School District for 10 years. During that time, he served as principal of Cooperative Arts and Humanities High School where he substantially raised student achievement from 2011-2015. Co- Op was awarded a Silver Medal High School and was designated among Connecticut’s Best High Schools by U.S. News and World Report in 2013, 2014 and 2015. According to National Clearing House reporting Co-Op’s graduates that immediately enrolled in college increased from 60% to 74% and college persistence rates rose from 73% to 88% during Costanzo’s tenure. At the time of the last State of Connecticut School Performance Index (SPI) rating in 2013, Co-Op was the only New Haven High School to score at the progressing performance level set forth by the Connecticut State Department of Education. Only five of the district’s forty-six schools achieved this in 2013. Co-Op’s Advanced Placement program also improved under Costanzo. The program expanded, and qualifying exam scores increased from 11 in 2010 to 100 qualifying scores in 2014.

He has also consulted for the State of Connecticut’s Department of Education Turnaround Office and authored the design specifications for a new high school Humanities Academy in Windham, CT.

Costanzo holds a doctorate in Organization and Leadership from Columbia University, Teachers College after successfully defending: Student Transience in an Urban Portfolio School District: A Guide to Advancing Equity and Student Learning Outcomes, in the Fall of 2016. His study found that New Haven schools experiencing the highest rates of student mobility were also the lowest performing school with the most disciplinary incidents.

He has earned an Ed.M. in Educational Leadership from Harvard, an M.A.T. from Brown and a B.A. in history from Quinnipiac University.

Costanzo lives with in Madison, Connecticut with his wife Nancy, three children, Bella, Christian, Emily and 14-year-old Labrador retriever, Jack.
