CHIEF OPERATING OFFICER
HOUSTON INDEPENDENT SCHOOL DISTRICT (TX)
Brian G. Busby serves as the Chief Operating Officer for the Houston Independent School District, the nation’s seventh largest school district. He has held the post since December 2016.
As Chief Operating Officer, Busby provides leadership to a workforce of more than 7,000 employees and administers an annual operating budget of over $260 million. The Business Operations workforce includes facilities maintenance, construction, the bond program, transportation, nutrition services, the police department, business assistance, risk management, insurance, warehousing and other related business areas. He oversees construction bond programs totaling more than $3 billion and a real estate portfolio with over 30 million square feet of facility space in more than 600 buildings at more than 300 locations spread out over 300 square miles. His responsibilities also include managing the Houston ISD police force which is the only accredited public school district police department in the nation, awarded by the Commission on Accreditation for Law Enforcement Agencies (CALEA), maintaining operations for a fleet of nearly 1,000 buses that travel over 15 million miles annually and a food services operation that serves more than 280,000 meals each day.
Busby began his career with HISD just two years after graduating from high school working as a custodian. His efforts later elevated him to the district’s payroll and accounting offices. After a brief stint as a customer service coordinator in the district’s CFS call center, Busby joined Maintenance Operations as a planner and supervisor, and later a regional manager and interim director. In 2010, Busby became a senior manager and, later, a director for Construction and Facilities Services. In that capacity, he managed more than 1,400 employees and 29 million square feet of district-wide facilities. By 2013, Busby was named General Manager of Facilities and managed Maintenance, Energy and Sustainability, Security Maintenance, CFS Information Technology, Business Services, Real Estate and Operations.
In March 2016, Busby once again advanced to become the district’s officer of Facilities Services. His efforts included management of a budget of more than $95 million annually as well as procurement processes of non-bond construction projects ranging from $250,000 to $56 million. He remained in the position until being named chief operating officer.
Busby is a graduate of the University of Phoenix and the University of Houston. He received his Bachelor’s degree in Business Management and Master’s degree in Business Administration. He has served as an active member of the Association of Business Professionals, Texas Association of School Business Officials and the Cleaning Industry Association. He is also a member of the Executive MBA National Honor Society.
